Docker package issues - please do not update until further notice

Docker recently released a new version of its docker-ce package (docker-ce 19.03.3) and it appears to have some issues.  Out of an abundance of caution, we are recommending that folks avoid updating until we have a better understanding of what the issues are and what fixes will be required.
